为应对经济效益稳增长存在的挑战,三门核电运用系统思维,创新性地构建一套聚焦于效率和效益双提升的业务外委管理体系,以“控本、提效、共赢”为总目标,以《外委项目行动规划方案》为蓝图,以《标准外委项目清单》和《自主化能力培养清单》为抓手,围绕“资源配置精细化管理、培养核心能力、部署数智化转型、源头管控、供应链提效”五大路径开展业务外委的专项提升管理。经过探索与实践,形成了多样化的管理举措,取得了显著的成本效益;构建科学的管理模式,聚焦主责主业和核心竞争力,实现管理效率和人员效能的持续提升,实现关键运维技术自主化,为国内核电技术的发展贡献智慧。
Abstract:To address the challenges of steady economic growth, Sanmen Nuclear Power has thoroughly implemented the management expectation of “cost control, efficiency improvement, mutual benefit” and innovatively constructed a set of outsourcing management systems focusing on dual improvement of efficiency and effectiveness. With the overall goals of “cost control, efficiency improvement, and win-win cooperation”, guided by the Outsourcing Project Action Plan and driven by the Standard Outsourcing Project List and Autonomous Capability Development List, the company has carried out specialized outsourcing management improvements around five key paths: “fine management of resource allocation, core capability cultivation, digital transformation deployment, source control, and supply chain efficiency enhancement”. Through exploration and practice, diversified management measures have been formed, achieving significant cost benefits. A scientific management model has been established, focusing on core responsibilities and competitiveness, leading to continuous improvement in management efficiency and personnel effectiveness. The company has achieved autonomous key operation and maintenance technologies, breaking monopolies and contributing wisdom to the development of domestic nuclear power technology.
